In this study, firstly the methodology will be discussed and the methods used by Ibn Khaldun
such as the synthesis of Ampirism-Rationalism, dialectic process, determinism, economic
relations, basic structure will be examined. In the following, the main issues of the social policy
field and the vital importance of Ibn Khaldun will be dealt with., mandatory work for the
maintenance of life, social structure and state, income distribution which is the measure of
development and deterioration, factor in the formation and change of the social structure, the
division of labor essential for its formation, state-based property, post-production pricing and
value of labor in earnings, prosperity affecting key factors such as art, craft, population, social
justice based on society and the state, solidarity tried to be provided in different forms in the
hadari and bedouin societies, the population that changed the whole society structure and the
way of production by increasing and increasing, the tax system, which is the first reflection of the
changing state order. After all these topics are examined in the context of social policy, how Ibn
Khaldun applies the methodology to these headings and this will be emphasized in terms of
social policy.

Bu çalışmada ilk olarak yöntem konusu ele alınıp İbn Haldun’un Ampirizm-Rasyonalizm sentezi,
Diyalektik süreç, determinizm, ekonomik ilişkilerin temel yapı oluşu, gibi kullandığı yöntemler
incelenecektir. Devamında sosyal politika alanının temel konuları olan ve İbn Haldun açısından
hayati önem ifade eden; hayatın idame ettirilmesi için zorunlu olan çalışma, toplumsal yapının
ve devletin, gelişme ve bozulma ölçüsü olan gelir dağılımı, toplumsal yapının; oluşmasında ve
değişiminde etken, oluşumu için zaruri olan iş bölümü, devletin temeli olan mülk, üretim sonrası
fiyatlandırma ve kazanç da emeğin değeri sorunu, toplumun tamamında etkili olan sanat,
zanaat, nüfus gibi temel faktörleri etkileyen refah, toplumun ve devletin temeli sosyal adalet,
hadari ve bedevi toplumlarda farklı şekillerde sağlanmaya çalışılan dayanışma, artan ve artması
ile tüm toplum yapısını ve üretim şeklini değiştiren nüfus, değişen devlet düzeninin ilk
yansıması olan vergi sistemi konuları ele alınacaktır. Tüm bu başlıklar sosyal politika bağlamında
incelendikten sonra İbn Haldun’un yöntemi bu başlıklara nasıl uyguladığı ve bunun sosyal
politika açısından önemi ortaya konulacaktır
